Jiangsu: Actively Advance Urban Renewal, Increase Supply of High-Quality Housing

On March 18, the Jiangsu Provincial Committee of the Communist Party of China and the Jiangsu Provincial Government issued the “Action Plan for Promoting High-Quality Urban Development in Jiangsu” (hereinafter referred to as the “Action Plan”).

The Action Plan clearly states the need to actively promote urban renewal. It emphasizes integrating urban renewal with industrial upgrading, improving living conditions, and developing new business formats. It establishes a planning adjustment mechanism compatible with spatial governance, land use conversion, and mixed-use development, and implements technical regulations for urban planning management. The plan supports optimizing indicators such as building density, green space ratio, and spacing. It deepens urban health assessments and planning evaluations, improves the coordination mechanism between special urban renewal plans and land and space planning, and timely optimizes detailed urban plans based on district planning. The plan also promotes provincial legislation on urban renewal. It aims to improve the urban renewal planning and implementation system, establish a joint provincial and municipal urban renewal project database, and cultivate implementation entities that integrate planning, design, construction, and operation.

The Action Plan also points out the need to increase the supply of high-quality housing. It implements initiatives to improve the quality of residential projects, enhancing design, construction, operation, and service levels, and establishing a high-quality housing supply system that meets diverse needs. It promotes the renovation of old neighborhoods and urban villages, and steadily carries out pilot projects for autonomous renewal of aging housing. Multiple measures are taken to promote healthy development of the real estate market and to foster new models of real estate development. It guides real estate developers to extend into urban renewal, housing leasing, property management, and related fields.
