  1. What happened? The “Assembly Call” of Hydrogen Energy Top-Level Design

In early 2026, China’s hydrogen energy industry experienced a surge of policy support, elevating its strategic importance to an unprecedented level.

1. Policy Work Report Sets the Tone: From “Supplement” to “Growth Point”

On March 5, 2026, Premier Li Qiang delivered the government work report at the Fourth Session of the 14th National People’s Congress, explicitly stating: “Establish a national low-carbon transition fund to cultivate new growth points such as hydrogen energy and green fuels.” The strategic significance lies in addressing the core funding bottleneck and investment risks during the “0 to 1” leap of the hydrogen energy industry.

This statement marks the official inclusion of hydrogen energy into the top-level national economic planning. As the 14th Five-Year Plan begins, the central government has set an important tone for the development of a green, low-carbon economy.

2. Intensive Policy Rollouts: Hydrogen Energy’s Strategic Position Significantly Elevated

In addition to the government work report, a series of recent high-level developments have created a complete policy cycle. The rapid issuance of these policies indicates that hydrogen energy has transitioned from a departmental industry plan to a key task of national economic development and a new growth pole to be cultivated during the 14th Five-Year Plan. The continuity and systemic nature of policies have been greatly enhanced, forming a comprehensive policy framework from legal guarantees to industrial planning, from pilot demonstrations to large-scale promotion.

  • National Energy Administration Planning: In an article titled “Promoting the Preliminary Establishment of a New Energy System during the 14th Five-Year Plan,” Director Ren Yuzhi of the Development Planning Department explicitly proposed that by 2026, “several wind-solar-hydrogen-ammonia integrated bases will be built, and a number of zero-carbon parks will be established.” Liu Deshun, Chief Engineer of the National Energy Administration, also stated that in 2026, under the new energy system, efforts will be coordinated to promote the development of the hydrogen energy industry and organize pilot projects in the energy sector.

  • Ministry of Industry and Information Technology’s Future Industry Focus (February 2026): For the first time, hydrogen energy was listed as a key future industry requiring breakthrough, alongside 6G, quantum technology, biomanufacturing, brain-computer interfaces, and embodied intelligence. It explicitly proposed a systematic development path covering “production—storage—transport—use” across the entire chain.
