NPC Deputy He Xiaopeng: Suggest that autonomous driving policies leap from L2 to L4
Caixin: What path should autonomous driving technology follow to be implemented? The industry has long debated this issue. Over the past year, a trend of “jumping over L3” has gradually gained momentum. During the 2026 National People’s Congress, NPC deputy and XPeng Motors Chairman He Xiaopeng suggested promoting the policy shift of autonomous driving from L2 to L4, simplifying the intermediate L3 stage.
The Society of Automotive Engineers (SAE) classifies autonomous driving technology into six levels, from L0 to L5, with L3 and above considered autonomous. China’s national standard “Automotive Driving Automation Levels” also divides autonomous driving into six levels, which generally correspond to the international standards.
Both L3 and L4 systems can perform all driving operations in specific environments. The main difference is that L3 requires the driver to respond to system takeover requests, while L4 allows users not to take over the vehicle, with the system capable of autonomously executing minimal risk strategies.
