John Lee: Hong Kong will develop its first five-year plan
Hong Kong SAR Chief Executive John Lee on the 4th stated that this year marks the beginning of the 14th Five-Year Plan for the country. He will lead various policy bureaus and departments of the entire SAR government to proactively align with the framework of the “14th Five-Year Plan” and will formulate Hong Kong’s first five-year plan. The SAR government will strengthen its sense of responsibility, earnestly fulfill its role as the primary entity, and actively lead all sectors of society to connect with the “14th Five-Year Plan.”
On the same day, John Lee attended the 2026 Spring Festival Gathering hosted by the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region and delivered a speech. He said that in 2025, Hong Kong’s economy is expected to grow by 3.5% year-on-year, with total exports and imports of goods increasing by 12% respectively. That year, Hong Kong continued to be the world’s freest economy, with global competitiveness rising to third place, and rankings in talent and digital competitiveness both rising to fourth place worldwide. The number of mainland and overseas companies registered in Hong Kong reached a record high of over 11,000.
John Lee stated that these achievements are due to the solid support of the country, the relentless efforts of the SAR government, and the unity and hard work of Hong Kong citizens, demonstrating Hong Kong’s advantages under “One Country, Two Systems” in internal and external connectivity. In the new year, the SAR government will work together with all sectors of society to proactively align with national development strategies, deepen international exchanges and cooperation, and strive to write a magnificent chapter of steady and far-reaching “One Country, Two Systems.”
