China has noted that the U.S. Department of Commerce recently issued guidelines attempting to globally ban Chinese advanced computing chips, including specific Huawei Ascend chips, under the pretext of presumed violations of U.S. export controls. China believes that the U.S. is abusing export controls to suppress and contain China, which violates international law and the basic norms of international relations, severely harming the legitimate rights and interests of Chinese enterprises and jeopardizing China's development interests. China emphasizes that the U.S. measures may constitute discriminatory restrictions on Chinese enterprises. Any organization or individual that executes or assists in executing U.S. measures will be suspected of violating the "Anti-Foreign Sanctions Law of the People's Republic of China" and other laws and regulations, and must bear corresponding legal responsibilities.
