The new sails of the thousand-year-old canal, intelligent innovation fertile land begins a new chapter. As the “First Wharf of the Grand Canal,” Zhangjiawan Town in Tongzhou District is accelerating its transformation from a historic water transport hub to a smart new city. Yesterday, at the 2026 Zhongguancun Forum Annual Conference’s Investment Beijing Summit, the Tongzhou District Zhangjiawan Town Government signed an agreement with Beijing Hongfa Electric Relay Co., Ltd., planning to develop intelligent manufacturing and equipment construction industries, injecting strong momentum into regional high-quality development, demonstrating this thousand-year-old town’s firm steps on the path of industrial upgrading.

Zhangjiawan’s layout for intelligent manufacturing equipment construction

The Zhangjiawan Town Government signed an agreement with Beijing Hongfa Electric Relay Co., Ltd., with a contract value of 350 million yuan, planning to establish the Hongfa (Beijing) Base Project. Specifically, the project aims to build Hongfa (Beijing) R&D headquarters and Hongfa (Beijing) Sales Co., Ltd., focusing on scientific research innovation, market expansion, and comprehensive operational support, forming the core functional system of related projects.

Today, as the sails of the canal sweep through a thousand years of time, the “First Wharf of the Grand Canal” is writing a new legend. From a water transport hub to a design town, from an industrial base to a smart new city, Zhangjiawan Town’s development continues to accelerate. Currently, more than 3,500 key enterprises are rooted in Zhangjiawan, with dominant industrial clusters rising strongly.

Among them, with design as the core to attract talent and build a design industry ecosystem. Beijing Future Design Park gathers various design agencies, with North Construction Institute leading; TNAK Industrial Design empowering industrial upgrading; Beifang Fashion Design lighting up urban renewal.

Driven by the digital wave to start a new journey, the digital economy is booming. Zhongguancun Kejin leads the industry with vertical large model technology; BOE Yiyun becomes a global leader in digital displays; Renjia Intelligence provides smart visual solutions for clients worldwide.

With health as the cornerstone, the Medicine Valley is reborn, creating a pharmaceutical and health industry cluster. Beijing Fuyuan Pharmaceutical focuses on cutting-edge pharmaceutical technology; Sihuan Pharmaceutical expands production and focuses on frontier development; Shengshi Long Pharmaceutical inherits and innovates traditional Chinese medicine culture, with multiple pharmaceutical companies collaborating to strengthen health defenses.

Empowered by intelligent manufacturing to drive green future, the level of smart manufacturing continues to improve. AVIC Construction creates a highland for technological incubation; Huatian Curtain Wall undertakes global landmark projects; Xinyuan Jingwu promotes green energy applications; Holz has brought wooden doors into the Great Hall of the People.

With resource aggregation and policy empowerment, this area serves as both the carrier for Beijing’s “Two Zones” construction and the demonstration zone for Beijing’s “Two Industries Integration,” with dual top-level institutional guarantees of “Free Trade Zone + Service Industry”; enjoying support from the sub-center’s “multiple industrial clusters + future industries”; with 59 specialized and innovative enterprises, including listed companies and single champion enterprises, gathering here.

Adhering to the development idea of “Northern guidance, Southern cooperation, and whole-region coordination,” efforts are being made to accelerate the construction of an integrated space pattern of school, industry, city, and rural areas. The northern region focuses on innovation design, urban technology, and advanced manufacturing, promoting the development of two hundred-billion-level industry clusters in business services and advanced manufacturing. The southern region deepens modern agriculture, with vibrant rural revitalization and “one village, one product” initiatives, activating rural potential with diverse characteristic industries.

The entire district has 1,255 high-tech enterprises

Since the start of construction, a modern new city framework has taken shape, with a more prominent foundation for livability and work. According to relevant departments, Tongzhou District focuses on the main functions of administrative offices, business services, cultural tourism, and technological innovation (“3+1”), constructing a comprehensive investment attraction pattern. By 2025, the regional GDP growth rate is expected to reach 10.8%, ranking among the top in the city. Currently, there are 1,255 high-tech enterprises in the area, cultivating 587 city-level “specialized, refined, distinctive, innovative” enterprises and 47 national “Little Giant” enterprises. Key industries such as digital economy and modern finance are being cultivated, with notable results in new productive forces.

Meanwhile, the industrial output of above-scale advanced manufacturing in Tongzhou has increased by 72.4% year-on-year, also ranking among the top in the city; the pharmaceutical and health industry is accelerating the gathering of leading enterprises, moving toward an integrated medical industry demonstration zone; cultural tourism has become a pillar industry, with added value of cultural, sports, and entertainment industries increasing 10.5 times from 2020 to 2025; modern seed industry fields have established multi-dimensional breeding bases, developing over a hundred breakthrough varieties, with more than 70 research institutes, universities, and enterprises settled in.

As a high ground for institutional innovation, Tongzhou has achieved full coverage of industrial policies, launching major support measures across multiple fields. For example, up to 20 million yuan support for advanced manufacturing projects, with the first equipment innovation product receiving up to 3 million yuan annual subsidy; up to 10 million yuan support for key technical breakthroughs in pharmaceuticals and health, with annual subsidies for innovative drugs reaching 100 million yuan; cultural tourism support for festivals and high-end hotels up to 2 million yuan; subsidies for modern seed industry revenue growth up to 5 million yuan; industry cluster cultivation in online audiovisual fields with a maximum subsidy of 30 million yuan, and premium content creation support up to 5 million yuan, using precise policies to promote industry development.

Moreover, Tongzhou is also committed to building high-quality key industry functional zones, providing solid space support for the landing of high-end projects. The Canal Business District, as the core carrier for business function relocation, gathers well-known enterprises such as Huaxia Wealth Management and LG Group; the cultural tourism zone, leveraging Universal Studios, is accelerating the construction of projects like Haichang Ocean Park to create a world-class tourist destination; Zhangjiawan Design Town focuses on innovative design and urban technology, hosting three major brand event venues; the Kuoxian Pharmaceutical and Health Industry Cluster gathers leading companies like Ganli Pharmaceutical, forming an integrated industrial ecosystem; Taihu Performing Arts Town aims to be an innovative source of performing arts culture, with the National Grand Theater Taihu Stage Art Center and others in operation; Songzhuang Art and Creative Town has attracted over 7,000 artists, maintaining a vibrant art ecology.

At the new starting point of the “14th Five-Year Plan,” Tongzhou will continue to focus on the “3+1” main functional positioning, with a more open attitude, more precise policies, and a better ecological environment, constantly polishing the “Thousand-Year City” brand, attracting various high-quality resources, and steadily advancing on the path of high-quality development, jointly writing a new chapter in the construction of the sub-center.
