From far away, one high-rise building after another rises from the ground, grand in scale and imposing, giving the feeling of being in Manhattan, New York.

But once you get closer and take a closer look, these buildings—office towers—are either stalled projects or have been left abandoned for a long time; there aren’t many cars on the streets, and the streets are sparsely populated.
