On March 31st local time, Iranian Foreign Minister Araghchi stated that the current situation is “not negotiations,” but rather information exchange through direct channels or with “regional friends.” Iran still receives messages from U.S. representative Wetkov, but this does not mean negotiations have begun; the related exchanges are mainly “warnings or exchanging views.” He pointed out that Iran is not currently negotiating with any specific party, and the information exchange work is coordinated by the Foreign Ministry with security agencies and is carried out strictly within the official framework under the supervision of the government and the Supreme National Security Council. Araghchi emphasized that Iran has not responded to the 15 proposals put forward by the United States, nor has it made any proposals or conditions. Iran has not yet made a final decision on negotiation principles, but Iran’s conditions for ending the war are “very clear”: Iran “will not agree to a ceasefire,” but instead demands a “complete end to the war throughout the entire region.” (CCTV News)
