According to Decrypt, the U.S. Department of Justice (DOJ) officially rejected Tornado Cash developer Roman Storm's motion to dismiss his criminal case. Previously, Storm's lawyers cited a Supreme Court ruling in the Cox music copyright case, arguing that developers should not be responsible for money laundering conducted by others using the protocol. However, the Southern District of New York prosecutors dismissed the argument, stating that Tornado Cash developers were aware of the illegal activity and did not intervene, and that the service lacked "substantial non-criminal uses."
