The draft outline of the “15th Five-Year Plan for 2025-2030” proposes that, when deploying and promoting efforts to expand and improve the quality of basic education, efforts should be made to: advance the development of high-quality, broadly accessible preschool education; increase the proportion of places in public kindergartens; and raise the gross enrollment rate in preschool education to 95%. It calls for expanding ordinary high school educational resources, and for deeply implementing the county-level plan to revitalize ordinary high schools, with the completion rate at the upper-secondary education level reaching 88%. It also calls for steadily expanding the scope of free education and exploring the extension of compulsory education. It further calls for expanding the proportion of high-quality high school admissions allocated to students within the school district, and supporting eligible localities in launching pilot programs for balanced random assignment admissions.
