On March 31, at the opening ceremony of the 14th International Energy Storage Summit and Exhibition, Wu Guogang, a deputy division-level inspector from the Electronic Information Department of the Ministry of Industry and Information Technology, said that the MIIT will organize the drafting of the “15th Five-Year Plan” for the development of new batteries. He said that new energy storage has become a key strategic force for safeguarding national energy security, strengthening a new barrier for energy security, and promoting the implementation and effectiveness of the “dual carbon” goals.

Wu Guogang said that the MIIT has always focused on national strategic needs, made targeted efforts, coordinated overall planning, and advanced the high-quality development of the new energy industry in a systematic manner. During the “14th Five-Year Plan” period, the MIIT and relevant departments introduced a series of policy measures to regulate the management of the lithium battery industry, promote the application of major technological equipment, build an industry standards system, and innovate industry collaborative governance. With concerted efforts from all parties, remarkable phased, milestone, and breakthrough results have been achieved. The scale of the new energy storage industry has grown steadily, technology has accelerated in iteration, the supply chain has become increasingly complete, and safety foundations have been continuously strengthened—laying a solid foundation for quality improvement and upgrading of the “15th Five-Year Plan” industry.

Wu Guogang said that next, the MIIT will focus on four areas of work. First, plan top-level design from a high starting point: organize the drafting of the “15th Five-Year Plan” for the development of new batteries, align with frontier fields of new energy storage, strengthen original and leading technological innovation support, and use the plan to drive continuous leaps in the industry’s high-end, intelligent, and green development. Second, strengthen precise monitoring of industry operations: dynamically track key operating indicators such as storage battery production capacity, output, and prices; strengthen forward-looking analysis and risk prevention and control; curb repeated construction of low-level production capacity; and guide the industry to scientifically plan and develop in a standardized manner. Third, improve the standards system: strengthen the implementation of mandatory national standards for energy storage batteries, and speed up the formulation of key standards such as product safety grades, performance classification, and rapid testing. Fourth, improve the long-term industry self-discipline mechanism: focus on building a fair and orderly market ecosystem with high-quality and fair pricing; break through the impasse of homogeneous and involutionary competition; and promote the formation of a benign development pattern in which enterprise self-discipline, industry regulation, and social supervision work together to drive progress.
