Beijing Business Today reported (by reporters Ma Huanhuan and Li Jiaxue) On March 27, at the 2026 Zhongguancun Forum annual conference— the Beijing-Tianjin-Hebei Coordinated Innovation and High-Quality Development Forum— representatives from government, entrepreneurs, academicians and experts, and representatives of international organizations attended the meeting in multiple groups to jointly discuss the paths and models for regional coordinated innovation. Of note is that at the forum, a number of substantive initiatives and phased major achievements were released, including “Implementation Measures for Advancing the Construction of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center by the Three Places in Beijing-Tianjin-Hebei,” among other practical measures to promote the building of the science and technology innovation center. In addition, the three places in Beijing-Tianjin-Hebei jointly signed the “Cooperation Agreement on Jointly Promoting the Beijing-Tianjin-Hebei Natural Science Foundation (2026–2030).” The fund was established in 2015. It is aimed at addressing common basic science issues in the three places of Beijing-Tianjin-Hebei. Over the decade since its establishment, the three places have invested a total of RMB 147 million. Meanwhile, 22 key projects from multiple science and technology parks in Beijing-Tianjin-Hebei were centrally signed, with the total contract value exceeding RMB 1.6 billion.

A reporter from Beijing Business Today learned on site that the forum brought together a batch of substantive initiatives and phased results to push Beijing-Tianjin-Hebei coordinated innovation deeper and more solidly. Among them, “Implementation Measures for Advancing the Construction of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center by the Three Places in Beijing-Tianjin-Hebei” was released, clarifying the governance and institutional mechanisms, key tasks, and responsibility allocation for the three places to jointly build an international science and technology innovation center.

In addition, a series of achievements—including major demonstration projects for coordinated innovation and industrial collaboration in Beijing-Tianjin-Hebei, the list of unified entities for coordinated innovation in Beijing-Tianjin-Hebei, cooperation outcomes of the Beijing-Tianjin-Hebei Natural Science Foundation, the list of Beijing’s concept validation platforms, the list of science and technology innovation service institutions in Tianjin’s Tiankai Higher Education and Technology Innovation Park, and the list of pilot-to-production verification scenario resources in Hebei Province—were released in succession at the forum.

It is understood that during the “14th Five-Year Plan” period, the value of technology contract transactions with Beijing flowing to Tianjin and Hebei exceeded RMB 320 billion, with a year-on-year average growth rate of 23%, further opening up key channels for cross-regional transformation of sci-tech innovation achievements. The number of Zhongguancun enterprises setting up branches in Tianjin and Hebei increased from more than 3,500 in 2013 to more than 11,000 in 2025. In the Xiong’an New Area Zhongguancun Science Park, a cumulative 215 science and technology innovation enterprises have settled. The “Beijing-R&D + Hebei-Transformation” model has been implemented and is delivering results. Focusing on cutting-edge fields such as artificial intelligence, embodied intelligence, and biopharmaceuticals, the three places are jointly building coordinated innovation platforms to accelerate the transformation and commercialization of scientific and technological achievements.

At the “Beijing-Tianjin-Hebei Artificial Intelligence Industry Development” promotion session, benchmark AI companies in the three places—Moore Threads, Hygon Information, and Baichuan Intelligence—shared their technology application achievements, promoting the end-to-end deployment and integrated rollout of AI technology across the full domain, fostering and strengthening AI industry clusters, and driving regional industrial transformation and upgrading.
