On March 26, 2026, during the annual conference of the Zhongguancun Forum, the People’s Government of Haidian District signed a strategic cooperation framework agreement with the China Great Wall Internet Information Center. Both parties reached a deep cooperation on project implementation, technology research and development, and talent cultivation, establishing a long-term collaborative mechanism. Subsequently, the leaders of both parties jointly unveiled the establishment of the group.

Great Wall Internet (Beijing) Network Group Co., Ltd. is the leading unit of a national basic Internet private network collaboration entity as designated by relevant authorities. The group is based in Beijing and will take on dual responsibilities for cybersecurity and production development, responsible for organizing and implementing the investment construction, safe operation, joint operation and maintenance, and emergency response of the dedicated network according to overall planning and regulatory requirements in collaboration with national basic telecom operators such as China Telecom and China Unicom, as well as related forces.
