It adheres to the principle of coordinated urban and rural development; within the same coordinated region, there is no distinction between urban and rural areas. Insured individuals, whether from the countryside or the city, draw from the same fund pool for reimbursements and benefits. It also follows the principle of fairness and uniformity, with basic consistency across different regions in terms of coverage targets, assessment standards, contribution rates, and service items.
