Regarding Optometry and Eyeglass Fitting Measurement Standards, State Administration for Market Regulation Issues Consumer Alert
Today, the Market Supervision Administration issued a consumer reminder about optometry and eyewear measurement standards.
Consumers should choose eyewear stores with legitimate business licenses and proper management. Stores should clearly display their business licenses and other relevant qualifications, employ professionally trained staff capable of performing eye exams and eyewear fitting, and follow standardized service procedures to ensure quality. When shopping, consumers can proactively check the store’s qualification disclosures to assess their professional service capabilities. For stores with incomplete qualifications, poor facilities, or unstandardized procedures, it is recommended to be cautious.
The accuracy of measurement tools is crucial for proper eye exams and eyewear fitting. Consumers should pay attention to whether the devices used in the store, such as autorefractors, focimeters, and lens measurement boxes, have passed calibration inspections. According to regulations, measurement instruments like autorefractors, focimeters, and lens measurement boxes are mandatory calibrated devices that must be verified by a legal metrology authority before use. Consumers can check if the equipment displays a valid “Calibration Passed” label within the validity period. If there is no calibration certificate or if the calibration has expired, consumers should call the reporting hotline 12315 and consider choosing another store.
When picking up glasses, consumers should inspect the appearance for defects, ensure the lenses are properly fitted into the frames without gaps, and verify that the lens brand, refractive index, coating, and other specifications match the order. It is also advisable to have the store measure the finished glasses’ parameters on-site with a focimeter to confirm that the assembled glasses meet national standards for eyewear assembly.
After fitting, consumers should keep all relevant documents such as eye exam prescriptions, eyewear orders, invoices, or receipts as proof of purchase.
Market Supervision Administration’s Reminder on Measurement Compliance for Eyewear Manufacturers and Retailers
Today, the Market Supervision Administration not only issued a reminder to consumers about measurement standards for eye exams and eyewear fitting but also issued a compliance reminder to eyewear manufacturers and retailers. This aims to strengthen their awareness of measurement management and standardize measurement practices in eyewear production and fitting.
In terms of responsibility, eyewear manufacturers and retailers must strictly follow measurement laws, regulations, and rules, establish systems for measurement management and consumer rights protection, improve measurement assurance systems, and accept supervision from market authorities.
Regarding staffing, operators should employ qualified personnel trained in measurement knowledge and techniques responsible for measurement work, ensuring staff have the necessary professional skills.
For measurement equipment management, operators should establish a ledger of measurement devices. Devices subject to mandatory calibration must be registered and filed with local market supervision departments, and periodic calibration should be applied for through designated calibration agencies. Devices that are not calibrated or have exceeded calibration cycles, or failed calibration, must not be used. For non-mandatory measurement devices, users can choose calibration or adjustment methods to ensure accuracy.
Regarding the use of measurement units, operators must strictly adhere to legal measurement unit regulations and not use illegal units.
In terms of production equipment, manufacturers of lenses, contact lenses, and finished glasses should equip themselves with appropriate measurement and testing devices for focal length, transmittance, and thickness to ensure the accuracy and reliability of measurement data.
For sales and fitting, sellers of lenses, contact lenses, and finished glasses, as well as operators involved in fitting and measurement, should establish comprehensive inspection and acceptance systems for incoming and outgoing goods. They should also equip themselves with measurement devices suitable for their sales and operational needs, such as for eye exams, pupillary distance, focal length, and thickness, to ensure the accuracy of measurement data. Operators involved in contact lens fitting should also have ophthalmic measurement equipment suitable for their business.
