On the morning of March 5, 2026, the Fourth Session of the 14th National People’s Congress opened. Premier Li Qiang delivered the “Government Work Report,” comprehensively summarizing the achievements of 2025, clarifying the main goals and major tasks for the “14th Five-Year Plan” period, as well as the key expected targets and policy orientations for economic and social development in 2026, and deploying government work tasks for 2026.

This report contains many new elements:

Regarding the judgment of future situations and risks and challenges, it points out that the impact of changes in the external environment has deepened, and that China faces old problems and new challenges in economic development and transformation, including the arduous task of transforming old and new kinetic energy, prominent contradictions between strong supply and weak demand, weak market expectations, increased difficulty in employment and income growth for the public, prominent fiscal revenue and expenditure conflicts in some regions, and ongoing adjustments in the real estate market. However, it also emphasizes that the long-term positive fundamentals and basic trends of China’s economy have not changed, and the institutional and major country advantages continue to be demonstrated.
