Energy-saving Wind Power: Independent Energy Storage Projects Are Being Implemented Intensively, Empowering the Construction of New Power Systems
Recently, two major independent energy storage projects under Energy Saving Wind Power (601016) have achieved key progress. The 200MW/800MWh independent energy storage station in Luzimiao, Inner Mongolia, has been fully connected to the grid, and the 100MW/400MWh independent energy storage project in Daban City, Xinjiang, has successfully completed reverse power transmission and entered trial operation. The combined installed capacity of these two projects reaches 300MW/1200MWh, marking an acceleration in the company’s large-scale deployment of independent energy storage on the grid side, providing important support for energy transformation in the resource-rich northwest regions.
On December 30, 2025, the Inner Mongolia Luzimiao 200MW/800MWh independent energy storage station completed the three-charge and three-discharge debugging and was officially connected to the grid at full capacity, becoming the group’s largest independent energy storage station. The project was approved and started construction on June 5, 2025. The Inner Mongolia wind power company focused on key milestones and efficient progress, achieving full energized conditions on December 16, completing reverse power transmission on December 18, and connecting to the grid at full capacity on December 30—one day ahead of schedule. It took just over six months from project approval to grid connection, demonstrating the “China Energy Conservation speed.” As the first benchmark project among the same batch of new independent energy storage projects in Ulanqab City, it will effectively enhance regional renewable energy absorption capacity, provide stable green power support for the local “Prairie Cloud Valley” computing industry, and promote deep coupling of computing power and electricity.
On February 4, 2026, the Daban City 100MW/400MWh independent energy storage project successfully completed reverse power transmission and officially entered trial operation. The project started construction in September 2025. Facing challenges such as complex construction environments and tight schedules, the Xinjiang regional company formed a task force and established a closed-loop mechanism of “daily control, weekly scheduling, and monthly review.” During peak periods, over 160 workers were engaged daily, and all buildings and equipment in the energy storage area were installed within just three months. The next steps include orderly advancing grid connection testing and striving for early full-scale operation to create a second growth curve for regional business expansion.
Since 2025, with the release of the National Development and Reform Commission and the National Energy Administration’s “Notice on Deepening the Market-Oriented Reform of New Energy Grid Connection Prices to Promote High-Quality Development of New Energy,” the mandatory policy for new energy storage has been phased out. The energy storage industry has shifted from “policy-driven” to “market-driven.” As a market entity independent of new energy power plants with independent measurement and dispatching capabilities, standalone energy storage is becoming the mainstream development direction for new energy storage. Industry statistics show that in 2025, the nationwide new energy storage grid connection scale reached 65.87GW/190.02GWh, a year-on-year increase of 69%, with the proportion of independent energy storage continuing to rise.
In early 2026, the National Development and Reform Commission and the National Energy Administration further clarified that grid-side independent new energy storage would be incorporated into the capacity price mechanism for power generation. This marks a new phase of market-based profitability for independent energy storage, combining “capacity revenue + electricity revenue + ancillary services revenue,” accelerating industry scale and commercialization. Inner Mongolia and Xinjiang, as key regions for new energy and energy storage development nationwide, benefit from strong policy support and broad market space. Numerous hundred-megawatt-level independent energy storage projects are being implemented, becoming core tools to enhance the regulation capacity of the new power system.
Energy Saving Wind Power states that the deployment of these two energy storage projects is an important practice in the company’s layout of the independent energy storage sector and serving the “dual carbon” goals. Moving forward, the company will continue to focus on core scenarios such as grid-side independent energy storage and renewable energy supporting storage, accelerate project construction and technological upgrades, and promote low-carbon transformation of the energy structure with the responsibility of central enterprises, contributing more to the construction of a new power system.
