This year marks the beginning of the 14th Five-Year Plan and is also the first year of transitioning to normalized precise assistance. Localities and departments will accelerate the establishment and improvement of mechanisms suitable for regular assistance, adhere to a dual-driven approach of both migrant and local employment, focus on key regions and groups in need, continuously promote stable employment for those working outside their hometowns, expand county-level employment opportunities through multiple channels, and strive to improve the quality of migrant employment. Meanwhile, responsibilities for regular employment assistance will be reinforced, annual task management will continue, departmental coordination will be strengthened, monitoring and scheduling will be enhanced, ensuring that large-scale poverty relapse caused by unemployment does not occur.
