#IranProposesHormuzStraitReopeningTerms Tehran’s Play: Iran Proposes Phased Deal to Reopen Strait of Hormuz
Date: April 27, 2026
In a significant diplomatic pivot, Iran has reportedly submitted a new proposal to the United States, offering to reopen the strategic Strait of Hormuz and end the ongoing war—but with a critical condition: nuclear talks must wait.
The framework, delivered through Pakistani intermediaries, aims to resolve the immediate maritime crisis first, kicking the can on Tehran’s atomic program down the road .
What’s on the Table?
Reports describe a phased approach designed to untangle the current deadlock .
· Phase One (Ceasefire & Guarantees): A focus on ending "US-Israeli aggression" and securing guarantees against further fighting involving Iran and Lebanon .
· Phase Two (The Strait): A new legal framework to manage the Strait of Hormuz. Iran is reportedly seeking compensation, a revised legal regime for the waterway, and assurances against future military intervention .
· Phase Three (Nuclear Program): Iran’s nuclear file would only be addressed after the first two phases are fully agreed upon .
The proposal suggests either a lengthy ceasefire extension or a permanent end to hostilities, with the immediate goal of lifting the US naval blockade on Iranian ports .
The Sticking Points
While the White House has reportedly received the proposal, the reception in Washington is frosty . President Trump has maintained that Iran must "never acquire nuclear weapons" and has expressed frustration with shuttle diplomacy, recently canceling a planned envoy visit to Pakistan .
A White House spokesperson noted that sensitive matters won't be negotiated through the press . Furthermore, Washington’s priority remains curbing uranium enrichment—a topic Tehran wants to delay indefinitely. Currently, Foreign Minister Abbas Araghchi is shuttling between Russia and the Gulf to build momentum, while Trump insists he is open to a "phone call" rather than a long flight .
Why It Matters
The stakes could not be higher. The strait handles roughly 20% of global oil supply . With a US naval blockade effectively squeezing Iranian ports and Tehran controlling the actual水道, the global economy is caught in the crossfire .
For now, remains just that—a proposal. The ball is now firmly in Washington’s court.
