Senate action on Clarity bill remains unclear before Memorial Day

The Clarity market structure bill has shown little public movement for about a month, with Memorial Day seen as a drop-dead date to advance the legislation before the election. More than 100 industry participants signed an open letter last week urging a Senate Banking Committee markup, but it remains unclear when the committee will move. Even if Senate issues are resolved, the House would still need to vote again on the bill.
