SEC Chair: Advancing Digital Asset Regulatory Framework with 'A-C-T' Strategy

In a keynote speech at the Washington Economic Club, Paul Atkins, Chairman of the U.S. Securities and Exchange Commission (SEC), highlighted that in his first year in office, he has pushed the SEC to return to its core mission of ‘protecting investors, maintaining market order, and promoting capital formation.’ He criticized the past regulatory rules for excessive expansion, which increased market friction and uncertainty. Atkins added that the SEC is accelerating the establishment of a clear regulatory foundation for digital assets and collaborating with other regulatory agencies and Congress. He also introduced the ‘A-C-T’ strategy, which includes advancing regulatory modernization (Advance), clarifying regulatory boundaries (Clarify), and transforming the rule system based on fundamental principles (Transform), to enhance the competitiveness of the U.S. market and solidify its position as a global investment and business environment.
