Basically, for ordinary people, don’t go rambling online. No matter what you use, nobody’s going to care. Also, there’s a red line: as long as you set it up yourself and use it, it’s fine. But in mainland China, if you set up a ladder/proxy and charge others for it, then you really could get in trouble.
