ME AI Message, the National Data Bureau released the full version of the "Digital China Development Report (2025)" on June 8. The report systematically summarizes the significant progress and work achievements in the construction of Digital China by 2025 from three aspects: development foundation, empowerment effects, and development environment, and looks ahead to the trends and prospects for Digital China's development in 2026. The report points out that China's computing power infrastructure construction is gathering momentum. By the end of 2025, the number of active computing power facility racks nationwide exceeded 13.73 million standard racks, 42 WanKa intelligent computing clusters were built, and the scale of intelligent computing power reached 1.59 million PFlops (FP16), ranking second in the world. Data from the report shows that by the end of 2025, the number of internet users in China reached 1.13B, with an internet penetration rate of 80.1%; the user scale for AI to answer questions, generate images and videos, and serve as life assistants reached 457 million, 288 million, and 184 million respectively. Generative artificial intelligence is gradually integrating into the daily lives of various groups in China, with middle-aged and young, highly educated users being the core groups.
