Decentralization: a carefully packaged concentration of power

Decentralization was originally a good term, but unfortunately, with the old Fourth and his wife, it has become a shield.
True decentralization means no one can single-handedly control the direction;
Fake decentralization means all roads lead to their pockets.
Externally, they talk about "distributed," internally about "unified thinking";
Externally, they promote "community autonomy," internally about "obedience to arrangements."
In seven years, what we've seen is not multi-center, but:
One person makes the decision, another smooths things over, the rest foot the bill, packaging centralization as sharing,
