Slovenia has officially appeared in the European Union’s Markets in Crypto-Assets Regulation (MiCA) register of electronic money token (EMT) issuers for the first time. The addition comes through Dinaro, a Slovenia-based electronic money institution supervised by the Bank of Slovenia. The latest update from the European Securities and Markets Authority (ESMA) also included changes to the register of authorized crypto-asset service providers (CASPs), reflecting the continued expansion of Europe’s unified crypto regulatory framework.

MiCA Register Continues to Expand Across Europe

The European Union’s Markets in Crypto-Assets Regulation (MiCA) is gradually creating a unified framework for supervising stablecoin issuers and crypto service providers across member states. As national regulators complete authorization procedures, the European Securities and Markets Authority (ESMA) continues updating its public registers to reflect newly authorized entities.

In its latest update, Slovenia entered the MiCA electronic money token (EMT) issuer register for the first time through the addition of Dinaro, a payment institution supervised by the Bank of Slovenia. The development is significant because it marks Slovenia’s first representation within ESMA’s official EMT issuer dataset under the MiCA framework.

Who Is Dinaro?

Dinaro is a Slovenia-based electronic money institution (EMI) that operates under the supervision of the Bank of Slovenia.

According to the company’s public information, it provides a range of payment-related services, including:

  1. Card issuing

  2. Merchant acquiring services

  3. Electronic payment solutions

Dinaro also states that it holds Mastercard principal membership, indicating its participation in established international payment networks.

Its inclusion in the ESMA register does not automatically make it one of Europe’s largest stablecoin issuers, but it confirms that the company has entered the EU’s official supervisory framework for electronic money token issuers under MiCA.

What Is an EMT Under MiCA?

Under MiCA, electronic money tokens (EMTs) are a specific category of stablecoins that are designed to maintain a stable value by referencing a single official currency, such as the euro.

EMTs are treated similarly to electronic money products and are subject to regulatory requirements relating to:

  1. Reserve backing

  2. Redemption rights

  3. Prudential supervision

  4. Operational governance

  5. Consumer protection

This category is distinct from asset-referenced tokens (ARTs), which may reference multiple currencies, commodities, or other assets.

The distinction is important because MiCA applies different regulatory obligations depending on the type of stablecoin being issued.

ESMA Also Updated the CASP Register

Alongside the EMT issuer update, ESMA made changes to its register of authorized crypto-asset service providers (CASPs).

The register now contains 325 authorized companies across the European Union. The latest additions include:

  • Partners Banka from the Czech Republic
  • Volksbank Beilstein-Ilsfeld-Abstatt from Germany

At the same time, the Czech company Altlift no longer appears on the register. Altlift had previously been listed with authorization to execute and transmit client orders and provide crypto-asset investment advice. These updates demonstrate that the MiCA authorization process is not static; entries may be added, modified, or removed as regulatory notifications and supervisory decisions evolve.

Current State of the MiCA Stablecoin Registers

Following Dinaro’s addition, ESMA’s EMT register increased to 43 entries. By contrast, the asset-referenced token (ART) register remained empty, indicating that no ART issuers had yet been listed in that specific dataset at the time of the update.

ESMA’s separate list of non-compliant entities remained unchanged at 167 entries. These figures provide a snapshot of how MiCA implementation is progressing across different categories of regulated crypto activity.

Why Slovenia’s Entry Matters

Although the addition of a single issuer may appear modest, Slovenia’s entry into the EMT register illustrates an important aspect of MiCA: the framework is intended to create a harmonized supervisory environment across all EU member states, including smaller financial markets.

The appearance of Slovenia-based institutions in the register suggests that MiCA is gradually extending beyond the EU’s largest financial centers and becoming operational across a wider range of national jurisdictions.

For payment institutions and fintech companies, participation in the MiCA framework may provide opportunities to operate under a single European regulatory regime rather than navigating separate national crypto rules.

MiCA’s Broader Objective

The MiCA framework aims to provide:

  • Greater legal certainty for crypto businesses
  • Consistent supervision across EU member states
  • Improved consumer protection
  • Clearer rules for stablecoin issuance and crypto services

Public registers maintained by ESMA play an important role in this system by allowing market participants, consumers, and regulators to verify which entities have received authorization under the framework.

As more issuers and service providers obtain approval, these registers are expected to become increasingly important reference points for the European digital asset market.

Conclusion

Slovenia’s first appearance in the EU MiCA electronic money token issuer register through Dinaro represents another step in the gradual rollout of Europe’s unified crypto regulatory framework. The update also shows continued growth in the register of authorized crypto-asset service providers, highlighting the ongoing expansion of MiCA supervision across multiple EU jurisdictions.

While the EMT register remains relatively small and the ART register has yet to record any issuers, the latest ESMA update demonstrates that MiCA is steadily moving from legislative framework to practical implementation. As additional issuers and service providers enter the system, the European Union’s harmonized approach to stablecoin and crypto regulation is likely to play an increasingly important role in shaping the region’s digital asset ecosystem.
